Abstract

A partir del examen del proyecto sobre enfoque unificado llevado a cabo bajo los auspicios del Instituto de Investigaciones de las Naciones Unidas para el Desarrollo y la CEPAL, examina los distintos criterios con que se abordan estas cuestiones -tecnocratico o participativo, universalista o particularista, etc.-, y rechaza la idea de un modelo unico de accion universal para el desarrollo, supuestamente adecuado a todos los paises, y sugiere una actitud flexible hacia el desarrollo y la necesidad de criterios minimos de aceptabilidad y viabilidad de las situaciones internas y externas de los paises.
