Capacitación en pequeñas empresas en América Latina

Abstract

La asignación del gasto en capacitación para las pequeñas empresas en América Latina es un tema que requiere directrices claras. El aumento de recursos constituye una estrategia necesaria pero insuficiente. La escasez de recursos, su mala asignación y la ineficiencia con que se utilizan los actualmente destinados a este conjunto de empresas, son factores que obligan ante todo a tomar medidas para que se haga mejor uso de los recursos disponibles, en especial de los públicos. Vinculada a lo anterior está la necesidad de encontrar nuevas fuentes de financiamiento para la formación y capacitación de la fuerza de trabajo, haciendo uso de los incentivos adecuados. Complementariamente, habrá que desarrollar tecnologías de formación apropiadas a las condiciones de los países de la región, reformar las instituciones existentes y crear nuevas formas de relación entre los actores comprometidos.
