Virtudes y limitaciones de los mapas censales de carencias críticas

Abstract

Concebidos como instrumentos técnicos, objetivos y de aplicación uniforme cuya finalidad es contribuir a la racionalización y optimización del gasto social, los mapas de carencias críticas constituyen la utilización más ambiciosa y de más éxito de la información censal con fines de programación social que se haya realizado en los países de América Latina. Sin embargo, junto con extenderse el reconocimiento de su importancia y potencialidad como instrumento de política, han surgido interrogantes sobre sus virtudes y limitaciones, y sobre la medida en que pueden llegar a satisfacer demandas más complejas de información social, o revelar las cambiantes formas que asume la pobreza. Este artículo plantea sintéticamente cinco de los interrogantes más frecuentes referidos a estos mapas: su capacidad de incluir o excluir beneficiarios de las políticas contra la pobreza; la capacidad de hacer comparaciones en el tiempo; la capacidad de hacer comparaciones en el espacio; la oportunidad de la información, y la adecuación de las variables investigadas.
