O papel do Estado e os paradigmas econômicos na América Latina

Abstract

Este artigo examina os dois paradigmas de desenvolvimento quesucessivamente prevaleceram na América Latina na segunda metade doséculo XX, concentrando-se no papel atribuído ao Estado. No paradigmacepalino, vemos como amplas tarefas de guia, estimulador e participantedireto no desenvolvimento produtivo foram perdendo eficácia, à medida queo Estado era capturado por interesses particulares sem que instituiçõessólidas fossem capazes de impedi-lo. Posteriormente, a extrema debilitaçãodo Estado experimentada desde a vigência do Consenso de Washingtonimpediu a adequada regulamentação das atividades privatizadas e fezperder a visão de longo prazo e a preocupação com a concentração derenda. O artigo alude à demanda social por um novo tipo de Estado eanalisa os requisitos e objetivos para que, entre outras coisas, este faciliteum funcionamento eficaz dos mercados e se preocupe em diminuir asdesigualdades sociais.
