La rigidez de los salarios en Chile

Abstract

Un tema de debate respecto al funcionamiento del mercado de trabajo es su grado de flexibilidad. En el caso de Chile, la crisis asiática de fines de 1997 llevó a un importante incremento de la tasa de desempleo, mientras que el índice de salarios por hora elaborado por el Instituto Nacional de Estadísticas mostró un crecimiento real sostenido. Esto llevó a pensar que existiría rigidez salarial. En el presente artículo se relativiza tal conclusión al detallar las limitaciones del índice mencionado para registrar elementos más volátiles de la remuneración, y muestra que la evolución del salario mensual tuvo incrementos menores, mientras que el salario mínimo habría seguido un curso diferente a los salarios de mercado. Por último, se examina la utilidad de establecer un salario mínimo específico para jóvenes y un componente variable de las remuneraciones, dos propuestas que se hacen con frecuencia para flexibilizar las remuneraciones.
