Brechas del Estado de bienestar y reformas a los sistemas de pensiones en América Latina

Abstract

Los sistemas de pensiones en América Latina se han organizado bajo esquemas contributivos tripartitos, con aportes de empleadores, empleados y el Estado. Su cobertura ha sido segmentada y muy baja porque un porcentaje significativo de su mercado de trabajo está compuesto por sectores de subsistencia, con baja productividad y un acceso precario e inestable a relaciones comerciales y financieras (asociados a empleos precarios, niveles bajos de ingreso y alta incidencia de la pobreza);. Como resultado, los sistemas contributivos excluyen a una gran parte de los trabajadores y sus familiares de las prestaciones contra los riesgos de invalidez, vejez y muerte, observándose grandes diferencias de cobertura entre los sectores formales e informales. El principal desafío hoy es el de lograr que los sistemas de pensiones incluyan de manera eficiente el financiamiento solidario, para combinar esquemas contributivos y no contributivos bajo la lógica de la seguridad social.
