El Estado, los mercados y el financiamiento del desarrollo

Abstract

En este artículo se analiza el papel del Estado, las instituciones y los mercados financieros en la financiación del desarrollo económico, y en especial el papel de los bancos de desarrollo. Se examinan brevemente los límites del enfoque convencional actual sobre los problemas de financiación del desarrollo. Se hace hincapié en las asimetrías de información como causa de racionamiento del crédito y de mala distribución del ahorro. Luego se presenta un análisis del papel del Estado y de los mercados en la financiación del desarrollo, así como una agenda de políticas que surge de la postura diferente que aquí se expone. En la conclusión se formulan algunas consideraciones sobre los problemas y retos que se plantean actualmente para la financiación del desarrollo en el ámbito latinoamericano.
