Mali Sürdürülebilirlik Analizi: Türkiye Üzerine Bir Uygulama

Abstract

Bu çalýþmanýn amacý, Türkiye’de mali sürdürülebilirliðin saðlanýp saðlanmadýðýný araþtýrmaktýr. Bu amaç doðrultusunda, 1980-2018 döneminde bütçe gelirleri ile bütçe harcamalarý arasýndaki uzun dönemli iliþki eþbütünleþme testleri ile test edilmiþtir. Engle-Granger eþbütünleþme testine göre, söz konusu deðiþkenler eþbütünleþik deðildir. Dolayýsýyla ele alýnan dönem için Türkiye’de mali sürdürülebilirliðin saðlanamadýðý söylenebilir. Fakat deðiþkenler arasýnda bir eþbütünleþme olmasa da deðiþkenlerin pozitif ve negatif bileþenleri arasýnda saklý eþbütünleþme iliþkisi bulunabilir. Bu nedenle, söz konusu deðiþkenleri bileþenleri arasýndaki iliþki Granger-Yoon saklý eþbütünleþme testi ile test edilmiþ ve bütçe gelirlerinin pozitif bileþenleri ile bütçe harcamalarýnýn pozitif bileþenleri arasýnda saklý eþbütünleþme iliþkisi tespit edilmiþtir. Bu durum, pozitif bileþenler açýsýndan mali sürdürülebilirliðin saðlandýðý anlamýna gelmektedir. Yapýlan Wald katsayý testi, eþbütünleþme katsayýsýnýn ??
