Rural Neighborhoods Of Istanbul: A Situation Analysis Within The Scope Of Current Legal Regulations

Abstract

Many legal regulations have been made in the local government system of our country in the past. However, none of these legal regulations has been undoubtedly as effective as the law number 6360. The date 2012 and the law 6360 caused remarkable changes in the metropolitan system based on administration, finance, service. The main purpose of our research is to present how the Law No. 6360 affected the distribution of Istanbul’s rural settlement and urban-rural population and to make an up-to-date evaluation of the legal regulations carried out for the rural settlements which have been transformed into the new neighborhoods of the city. Accordingly, first of all, the progress of the metropolitan management model in Istanbul has been discussed and it has been defined how the administrative decisions taken in this period affected İstanbul’s rural-urban structure. Also, the real situation and the spatial distribution of the rural population in İstanbul, where according to official statistics rural population is depleted after the implementation of the Law No. 6360, are revealed. The situation of the rural settlements after the Law No. 6360, that is harshly criticized, is discussed within the scope of current legal regulations. In this context, based on the October 2020 date - Law No. 7254 and the dated April 2021 Rural Neighborhood and Rural Settled Area Regulation of the Ministry of Environment and Urbanization, the application and approval status of the rural neighborhood - rural settled area to the Istanbul Metropolitan Municipality has been revealed. In our research, data was collected from the Turkish Statistical Institute and Istanbul Metropolitan Municipality. ArcMap 10.3 software is used to create the database and data structure.
