Abstract
While socio-cultural and scientific-technological dynamics determine the expectations of people in societies, the changing expectations of the society determine the characteristics that people should have. Today's societies are looking for people who read quickly, accurately, comprehensively and comprehensively, enjoy reading, have high mental abilities and have appropriate knowledge to discover, discover and interpret information. Determining the level of development of a country; It calculates the literacy level of the country, the number of books published in that country, the ratio of this number to the population and the time spent reading. This brings out the importance of reading. The fact that the teachers, who are responsible for the development of the training programs created during the implementation, believe in the program and consider it worthwhile to employ them, plays an almost decisive role in achieving the purpose of the program. This study is carried out in order to measure the effect of the application level of the preschool curriculum on the first literacy process according to the opinions of the teachers. In this context, our study consists of three parts. In the first and second parts, a literature review was carried out together with the conceptual framework. In the third and last part, an analysis on the subject was carried out and the results and suggestions were mentioned. The aim of this study is to review the evaluation process of pre-school education programs in our country and to determine how these programs will be evaluated. This research is a qualitative research and was conducted using document scanning model.
