Abstract

Today, it is known that with the increase in the functions expected from the states, public expenditures have increased significantly. With this increase, more effective, efficient and economical use of public resources has become more important. The most ideal method of making expenditures in accordance with the specified rules by using public resources is through public procurements. In order to achieve objectives such as preventing corruption, ensuring financial discipline and ensuring accountability, public procurements must be conducted according to certain rules. One of the most important of these rules, which are called basic principles, is the principle of transparency, which is a prerequisite for other basic principles. In this study, the importance of the principle of transparency in public procurements has been tried to be explained through the basic issues of the procurement process.
