Abstract

Transferring a part of public services of public establishments to subcontractor by hiring employees through service purchasing within the framework of the Public Procurement Law and Law Public Procurement Contracts Law has become prevalent especially within the last years in our country. In this work, severance payment right of the employees hired through service purchasing in public and the recourse right of the side paying severance payment have discussed after the law numbered 7166.
