Qualitative Evaluation of Strategic Planning Process at KOSGEB

Abstract

Strategic planning can be defined as long-term plans made to achieve the objectives and missions of an organization and is considered as a way to improve management capacity with a flexible and participatory sense of management in the West. However, in developing countries like Turkey, it is possible to say that this process is regarded as a legal liability. The purpose of this study is to reveal perceptions towards strategic planning process, and the problems encountered in this process within Small and Medium Enterprises Development Organization of the Republic of Turkey (Kosgeb). The sample of the study includes eleven people working within Kosgeb in Ankara, two being senior managers. Semi-structured interview form was used in the study. The data were analyzed through descriptive analysis, which is a qualitative research method. The scale of the study consists of seven dimensions and thirty questions regarding strategic planning process. To sum up, it can be said that strategic planning process within Kosgeb is shaped by public culture; a lot of positive and negative results stem from this culture.
