Como avaliar projectos de desenvolvimento integrado?. Uma abordagem economica aplicada a Regiao do Douro

Abstract

A Acção Integrada de Base Territorial do Douro foi formalizada em 2000, com o intuito de contribuir para o fortalecimento da coesão territorial e institucional e para a valorização dos recursos endógenos e a estruturação do sistema económico regional O principal objectivo deste artigo é quantificar a eficiência global dos objectivos e do conjunto da Acção e, adicionalmente, recorrendo a um modelo ordered probit, inferir da potencial influência do montante FEDER, do tipo de promotor e da tipologia de projecto na classificação qualitativa dos projectos. Os resultados obtidos permitem concluir que o conjunto de projectos revelou uma forte conformidade com os objectivos da Medida. Deste facto resultou que a Eficiência Global da Acção pode ser classificada como “Muito Boa”.
