Vorschlag der EU-Kommission zum Budget 2021 bis 2027: Vergebene Chancen

Abstract

Die EU-Kommission hat im Mai ihren Entwurf zu den EU-Finanzen für die Jahre 2021 bis 2027 vorgestellt – also für eine Zeit, in der nicht nur aufgrund des Austritts von Großbritannien erhebliche Beitragseinnahmen wegfallen, sondern in der die EU auch enormen zusätzlichen Anforderungen genügen muss: Aktuelle weltpolitische Entwicklungen fordern die EU als Gemeinschaft, und das Projekt Europa impliziert weiterhin einen hohen Investitionsbedarf. Dieser Spagat kann nur gelingen, wenn Ausgaben in herkömmlichen Bereichen wirklich gekürzt werden. Der Entwurf der Kommission setzt hingegen einseitig auf höhere Einnahmen. Dabei werden derzeit Mittel verplant, ohne dass dem eine politische Strategie für die Jahre nach 2020 zugrunde läge.
