Gigabitzugang in Deutschland: im internationalen Vergleich rückständig, aber auch wenig nachgefragt

Abstract

Der Ausbau des Breitbandinternets wird gegenwärtig intensiv diskutiert. Doch noch hinkt Deutschland den gesteckten Zielen hinterher. Zwar sind inzwischen fast 100 Prozent der Haushalte mit Breitbandanschlüssen bis sechs Megabit pro Sekunde versorgt, doch bei gigabitfähigen Anschlüssen hat Deutschland noch viel Aufholpotential – vor allem in dünn besiedelten Regionen. Nachfrageseitig sind Kupferkabelanschlüsse die Technologie mit dem größten Marktanteil, während die reinen Glasfaseranschlüsse mit ein bis zwei Prozent nur eine nachgelagerte Rolle spielen. Im internationalen Vergleich wird der Nachholbedarf besonders deutlich: Der OECD-Durchschnitt der nachgefragten Glasfaseranschlüsse am Gesamtbreitbandmarkt liegt bei 21 Prozent. Derzeit bremsen eine noch nicht hinreichend große Zahlungsbereitschaft und die hohen Ausbaukosten sowohl die Nachfrage- als auch die Angebotsentwicklung. Doch der Bedarf wächst stetig. Um bis zum Jahr 2025 flächendeckend eine Gigabitinfrastruktur aufzubauen, bedarf es einer geeigneten Kombination von Regulierung für privatwirtschaftlich getriebenen Ausbau und wirksamer staatlicher Förderpolitik.
