Abstract

In Germany, maternal labor force participation remains low compared to that of other OECD countries. Up until now, the focus has been on childcare provision for preschool-aged children – yet the need for care also extends into a child’s primary school years. Using data from the Socio- Economic Panel (SOEP), this report examines the extent to which afternoon care for primary school children influences mothers’ labor force participation. One of the key findings: after enrolling their first-graders in all-day schools or after-school programs – both of which offer afternoon care – more than 11 percent of previously non-working mothers joined the labor force, while mothers who already held jobs expanded their working hours by on average two and half hours per week. To enable mothers’ labor market participation, family policy measures should thus focus on providing afternoon care not only for preschoolers, but for primary school children as well.
