Griechenland: ohne den Aufbau eines Innovationssystems wird es nicht gehen

Economically, Greece is still at rock bottom. Following massive cuts to its unit labor costs, the country no longer has any cost problems but its economy has not yet been reanimated. This makes it quite evident that by focusing solely on cost reductions and institutional reforms, the troika program did not go far enough. Without further reforms, certain sectors of the Greek economy such as tourism, agriculture, and commerce will grow, assuming that these sectors increase their added value. However, this is not sufficient to put the country on a path of sustainable growth. At the same time, Greece has enormous research potential. To better take advantage of this, the country needs to expand its innovation system significantly. There is a lack of networking between science, commerce, and management and application-oriented research linking the findings of existing institutions in Greece with the demands of its companies and start-ups. If this results in innovative industries with greater added value in the medium term, the country has a chance of transforming itself into an innovation-driven economy. Griechenland liegt nach wie vor wirtschaftlich am Boden. Nach massiven Senkungen seiner Lohnstückkosten hat das Land mittlerweile kein Kostenproblem mehr. Dennoch ist die griechische Wirtschaft noch nicht angesprungen. Das macht zunächst deutlich: Das Programm der Troika, sich allein auf Kostensenkungen und institutionelle Reformen zu konzentrieren, war nicht ausreichend. Gibt es keine weiteren Reformen, wird Griechenland zwar in Zukunft ein gewisses Wachstum in Sektoren wie dem Tourismus, der Landwirtschaft und dem Handel verzeichnen, sollten diese Sektoren wertschöpfungsintensiver werden. Das genügt jedoch nicht, um das Land auf einen nachhaltigen Wachstumspfadzu führen. Gleichzeitig verfügt Griechenland über ein enormes Forschungspotential. Um dieses besser zu nutzen, wird das Land sein Innovationssystem erheblich ausbauen müssen. Was fehlt, sind die Vernetzung von Wissenschaft, Wirtschaft und Verwaltung und eine anwendungsorientierte Forschung, die die Ergebnisse der bestehenden Institute in Griechenland mit den Anforderungen von Unternehmen und Start-ups in Griechenland verknüpft. Schließt man diese Lücke und resultieren daraus in der mittleren Frist innovative Industrien mit hoher Wertschöpfung, hat das Land die Chance, sich in eine innovationsgetriebene Wirtschaft zu transformieren.
