Monetarisierung der Privatsphäre: welchen Preis haben persönliche Daten?

Abstract

In today's digital economy individuals need to constantly provide personal information for different purposes. The compensation for information disclosure occurs through various ways such as price reductions, product personalization, or the apparently free use of Internet services such as search engines. The World Economic Forum in Geneva has already designated personal information as a new asset class. At the European level, too, the monetization of privacy is being promoted: The European Commission holds that Europeans should be more fairly remunerated for relinquishing their privacy. However, there seems to be some ignorance of the problem that the valuation of personal data by individuals is a complex decision and that economic research is more or less still in its infancy when it comes to analyzing this problem. The fundamental question here is whether and to what extent monetary allocation mechanisms can generate unbiased prices for personal data. Das digitale Wirtschafsleben ist geprägt von der nahezu täglichen Angabe persönlicher Informationen zu verschiedenen Zwecken. Die Entlohnung dafür findet auf unterschiedliche Weisen statt: durch Preisreduktion, Produkt-Personalisierung oder scheinbar freie Nutzung von Dienstleistungen im Internet, beispielsweise Suchmaschinen. Das Weltwirtschaftsforum in Genf bezeichnet persönliche Informationen bereits als neue Ressource (new asset class). Und auf europäischer Ebene treibt man die Monetarisierung der Privatsphäre voran: So sollen Europäer künftig für ihren Verzicht auf Privatsphäre fairer entlohnt werden. Dabei wird offensichtlich jedoch ignoriert, dass es sich bei der Bewertung von persönlichen Daten durch Individuen um ein diffiziles Entscheidungsproblem handelt, bei dessen Untersuchung die ökonomische Forschung mehr oder weniger am Anfang steht. Sobesteht grundsätzlich die Frage, ob und inwiefern auf Geld basierende Allokationsmechanismen unverzerrte Preise für persönliche Daten erzeugen können.
