Bei erneutem Gasstreit zwischen Ukraine und Russland: wäre Europa jetzt gewappnet?

Abstract

Im Januar 2009 war der Transport russischen Erdgases über das Pipelinesystem der Ukraine für knapp zwei Wochen unterbrochen. Vor allem einige Länder in Südosteuropa waren darauf schlecht vorbereitet. Aktuell ist der Streit um die Bezahlung von Erdgaslieferungen und Transitrechten zwischen Russland und der Ukraine wieder aufgeflammt. Daher fragt es sich, ob die EU für den Fall einer erneuten Lieferunterbrechung jetzt besser gewappnet ist. Seit Anfang des Jahres ist zwar eine Vielzahl von Maßnahmen eingeleitet worden, um Lieferengpässe zu überwinden. Aber nur wenige davon sind bereits umgesetzt - zum Beispiel die Schaffung technischer Voraussetzungen für die Umkehr der Fließrichtung des Erdgases. Versorgungsprobleme in einzelnen Ländern Südosteuropas wären daher in diesem Winter nicht völlig zu vermeiden.
