Konsequent liberalisieren: die effiziente Post ist machbar

Abstract

Die bevorstehende vollständige Liberalisierung der Postmärkte im Zuge der Umsetzung des europäischen Regulierungsrahmens bietet die Chance, die Effizienz der Regulierung zu erhöhen. Wettbewerbshindernisse und Marktzutrittsbarrieren sollten konsequent ausgeräumt und bestehende Verpflichtungen aller Unternehmen weitestgehend reduziert werden. Dabei sollte auch eine möglichst flexible und zeitgemäße Auslegung der Universaldienstverpflichtungen erfolgen und eine wettbewerbsneutrale Form der Finanzierung für eventuelle Universaldienstlasten implementiert werden. Nationaler oder unternehmensspezifischer Protektionismus sollte dabei zu Gunsten chancengleichen Wettbewerbs und damit langfristiger Entwicklung vermieden werden.
