Wo viel geforscht wird, wird nicht immer viel gefördert

Abstract

In Deutschland informieren zwei Statistiken über die Entwicklung und die Struktur von staatlichen Fördermitteln für Forschung und Entwicklung (FuE) in der Wirtschaft: die FuE-Statistik des Stifterverbandes für die Deutsche Wissenschaft sowie die Statistik des Bundesministeriums für Bildung und Forschung zu den "Ausgaben des Bundes für Wissenschaft, Forschung und Entwicklung". Auf der Grundlage dieser beiden Quellen gibt der Wochenbericht einen Überblick über die Verteilung staatlicher FuE-Förderung. Es stellt sich heraus, dass einige forschungsintensive Branchen - wie der "Luft- und Raumfahrzeugbau" - überdurchschnittlich stark gefördert werden. Andere, ebenfalls FuE-intensive Branchen wie die Chemische Industrie erhalten deutlich weniger staatliche Zuwendungen für FuE. Generell werden kleine Unternehmen deutlich stärker unterstützt als größere. Diese ungleiche Förderintensität reflektiert die Schwerpunktsetzung der Forschungs- und Innovationspolitik auf bestimmte Technologiefelder oder Unternehmensgrößen. Im zweiten Teil des Berichts wird die Informationslage über die Inanspruchnahme von FuE-Fördermitteln diskutiert. Da die beiden Statistiken in Hinblick auf Erfassungsgrad, Konsistenz und Aktualität nicht harmonisiert sind, ist die Informationslage gegenwärtig noch unbefriedigend und bedarf einer Weiterentwicklung.
