Qualitätsstandards für Obst und Gemüse: Treiber oder Hemmschuh ländlicher Entwicklung?

Abstract

Der Gartenbau hat sich zu einem der weltweit dynamischsten Agrarsektoren entwickelt. Der Anbau von Obst und Gemüse birgt insbesondere für Entwicklungs- und Schwellenländer ein erhebliches Potential, um landwirtschaftliche Einkommen zu steigern und die ländliche Armut zu reduzieren. Allerdings scheint die zunehmende Konzentration im Einzelhandel die Machtverhältnisse entlang der Wertschöpfungskette zu Gunsten der Abnehmer verkehrt zu haben. Hinzu kommt, dass der Lebensmitteleinzelhandel zunehmend auf eigene Qualitätsstandards setzt. Die wachsende Bedeutung solcher privater Standards kann einerseits die Funktionsfähigkeit der Märkte und letztlich den Marktzugang sichern, andererseits kann sie aber auch bilaterale Abhängigkeiten sowie die Gefahr der Ausbeutung der Produzenten auf den vorgelagerten Stufen erhöhen. Dies hemmt insbesondere den Marktzugang kleinbäuerlicher Produzenten. Eine sinnvolle Alternative stellen staatliche Standards dar: Sie schaffen Transparenz und Verbindlichkeit für alle Marktteilnehmer.
