Gefahr für den Welthandel: Protektionismus durch institutionelle Reformen stoppen

Abstract

Die globale Wirtschaftskrise führt zu einem massiven Anstieg der Arbeitslosigkeit, und fast alle Regierungen haben die Sicherung der heimischen Beschäftigung zu einem zentralen Ziel ihrer Wirtschaftspolitik erklärt. In den USA wurde sofort nach dem Amtsantritt von Präsident Obama ein weiteres Konjunkturpaket in Höhe von rund 790 Milliarden US-Dollar beschlossen. Teil dieses Programms ist eine "Buy-American-Klausel", die bei öffentlichen Aufträgen heimische gegenüber ausländischen Anbietern bevorzugen soll. Dies führt zu Gegenmaßnahmen anderer Länder. In einigen Fällen kam es bereits zu Zollerhöhungen und handelsverzerrenden Währungsabwertungen. Es droht ein Protektionismuswettlauf, der dramatische Folgen für den Welthandel und die wirtschaftliche Entwicklung aller Länder haben kann. In der globalen Krise besteht daher das Gebot der Stunde: Multilaterale Organisationen stärken. Das DIW Berlin schlägt eine Reform des internationalen Währungsfonds vor. Darüber hinaus sollte die G-20-Gruppe eine größere Rolle bei der Bekämpfung internationaler Finanzkrisen spielen. Die EU-Länder sollten künftig dort nur noch mit einem gemeinsamen Vertreter auftreten.
