Nach der Einführung von Arbeitslosengeld II: deutlich mehr Verlierer als Gewinner unter den Hilfeempfängern

Abstract

Durch die Zusammenlegung von Sozialhilfe und Arbeitslosenhilfe zum Arbeitslosengeld II kam es zu starken Veränderungen bei den verfügbaren Einkommen der Leistungsbezieher. Mehr als die Hälfte der Personen in Haushalten, die zuvor entweder Arbeitslosenhilfe oder Sozialhilfe bezogen, mussten Einbußen hinnehmen. Besonders häufig war dies bei Single-Haushalten und kinderlosen Paaren der Fall. Etwa ein Drittel der Leistungsbezieher wurde dagegen durch die Reform besser gestellt. So halten sich bei den Alleinerziehenden Gewinner und Verlierer fast die Waage. Insgesamt fielen die Verluste jedoch höher aus als die Gewinne. Der Anteil der von der Reform betroffenen Leistungsempfänger, die nach internationalen Maßstäben als einkommensarm gelten, ist von gut der Hälfte auf zwei Drittel gestiegen.
