Hemmnisse für die Vernetzungen von Wissenschaft und Wirtschaft abbauen

Abstract

Das deutsche Forschungssystem ist stark segmentiert, und es gibt Hinweise darauf, dass die Kooperation zwischen den verschiedenen Institutionen verbesserungsbedürftig ist. Insbesondere der Vernetzung von Wissenschaft und Wirtschaft stehen sehr oft Barrieren entgegen. Als bedeutende Hemmnisse werden dabei von Forschungsakteuren angeführt: unterschiedliche Verwertungsinteressen bezüglich der Forschungsergebnisse, verschiedene Organisationskulturen, unzureichende finanzielle und personelle Ausstattung des Netzwerkmanagements. Die Politik sollte diesen Hemmnissen durch verstärkte Fokussierung öffentlicher Förderprogramme auf die Vernetzung von Wirtschaft und Wissenschaft entgegenwirken. Hier könnte der neue "Spitzencluster-Wettbewerb" des Bundesministeriums für Bildung und Forschung wichtige Anreize setzen. Ein weiterer wichtiger Erfolgsfaktor für Netzwerke ist das Engagement großer Unternehmen, die sich stärker als bisher in solchen Vernetzungen einbringen sollten, auch in finanzieller Hinsicht.
