Innovationsfähigkeit: Deutschland unter den führenden Industrieländern nur im Mittelfeld

Abstract

Die Fähigkeit der Menschen und der Unternehmen, Innovationen hervorzubringen, d. h. neues Wissen zu schaffen und in neue marktfähige Produkte und Dienstleistungen umzusetzen, ist von herausragender Bedeutung für Wachstum und Wohlstand in hochentwickelten Industrieländern. Das DIW Berlin hat in diesem Jahr erstmals im Auftrag der Deutschen Telekom Stiftung und des Bundesverbandes der Deutschen Industrie (BDI) einen Gesamtindikator der Innovationsfähigkeit für Deutschland und weitere 12 weltweit führende Industrieländer gebildet. Deutschland landet dabei nach dem Spitzenreiter USA, drei nordischen Ländern und Japan auf dem sechsten Platz, aber ohne klare Vorteile gegenüber den anderen großen europäischen Ländern Großbritannien und Frankreich. Bei genauerer Betrachtung des facettenreichen, mehrstufigen Indikators werden besondere Schwächen des deutschen Innovationssystems im Bildungsbereich und bei der Finanzierung risikoreicher Innovationen deutlich. Zudem sind in Deutschland innovationsfördernde Verhaltensweisen und Einstellungen der Bevölkerung wesentlich schwächer ausgeprägt als in vielen Vergleichsländern. Dies betrifft vor allem die Risikobereitschaft, Wissen und wissenschaftliches Verständnis der Bürger, aber auch die Partizipation von Frauen an Innovationsprozessen.
