Verunsicherung auf den Ölmärkten hält an

Abstract

Obwohl die Ölnachfrage nicht zuletzt wegen des geringen Wirtschaftswachstums im ersten Halbjahr 2002 schwächer als erwartet ausgefallen ist und die OPEC mehr Öl produzierte, als Anfang des Jahres vereinbart worden war, sind die Preise für Brent-Rohöl von Januar bis Mitte September um nahezu die Hälfte, auf über 28 US-Dollar je Barrel, gestiegen. Zu diesem Preisschub dürften auch Spekulationen über die Folgen einer militärischen Intervention der USA im Irak beigetragen haben. Die OPEC war auf ihrer Konferenz am 19. September in Osaka trotz der aktuellen Unsicherheit über die weitere Entwicklung der Weltkonjunktur und des Ölverbrauchs nicht bereit, ihre Produktion sofort zu steigern, um die Märkte zu beruhigen. Sie hat vielmehr die bestehenden Produktionsquoten und ihr Preisziel von 22 bis 28 US-Dollar je Barrel OPEC-Öl bestätigt. Nach der Konferenz sind die Preise weiter gestiegen; am 23. September hat auch der Preis für OPEC-Öl die 28-Dollar-Marke überschritten. Sollte dies an 20 aufeinander folgenden Handelstagen anhalten, sieht der Preisbandmechanismus der OPEC automatische Produktionssteigerungen vor.
