Arbeitsmarkt im Abschwung

Abstract

Mit dem konjunkturellen Rückschlag hat sich die Lage auf dem Arbeitsmarkt in Deutschland erheblich verschlechtert. Noch im vergangenen Jahr war die Arbeitslosigkeit spürbar zurückgegangen und die Beschäftigung merklich gestiegen. Hinzu kam, dass im Zuge der Revision der Erwerbstätigenstatistik vom Statistischen Bundesamt im August 2000 die Zahl der Erwerbstätigen deutlich nach oben korrigiert wurde, für das Jahr 1999 z. B. um 1,8 Mill. Personen. Dieses Mehr an Erwerbstätigkeit ist allerdings ausschließlich das Ergebnis einer besseren Erfassung der geringfügigen Beschäftigung, wie sie seit der im April 1999 in Kraft getretenen Neuregelung dieser Art von Beschäftigungsverhältnissen definiert ist. Mit den revidierten Daten ergibt sich auch ein erheblich günstigeres Bild der Beschäftigungsentwicklung, vor allem in der zweiten Hälfte der 90er Jahre. Doch wird sich angesichts des Abschwungs dieser positive Trend zunächst nicht fortsetzen.
