Föderales Konsolidierungsprogramm: trägt die Neuordnung der staatlichen Finanzen zur Lösung der Finanzprobleme bei?

Abstract

Auf sehr fange Zeit sind hohe staatliche Finanztransfers von West- nach Ostdeutschfand erforderlich, sollen Aufbau und Modernisierung der Infrastruktur in den neuen Bundesländern weiter vorangetrieben und die sozialen Folgen der tiefen Anpassungskrise gemildert werden. Damit diese Herausforderungen auch institutionell bewältigt werden können, war eine Neuordnung des staatlichen Finanzsystems notwendig geworden. Mit dem "Föderalen Konsolidierungsprogramm" vom Frühjahr 1993 ist überraschend schnell ein wichtiger Grundstein gelegt worden. Ob der gefundene Kompromiß von Dauer sein wird, muß allerdings offen bleiben, zu mal die ungünstigen gesamtwirtschaftlichen Perspektiven den finanziellen Druck auf allen Haushaftsebenen verschärfen und weitere Verteilungsstreitigkeiten aufbrechen dürften. Ausgeklammert blieb die Bahnreform; auch hier geht es um zweistellige Milliardenbeträge.
