EG-Strukturfonds: Reformchance genutzt?

Abstract

Die Bedeutung der EG-Strukturpolitik hat in den letzten zwanzig Jahren beträchtlich zugenommen. Dies bezieht sich sowohl auf das finanzielle Gewicht der drei Strukturfonds als auch auf die verfügbaren Instrumente und die Spielräume der EG-Kommission, eigene strukturpolitische Ansätze zu verfolgen. Das Fördersystem wurde 1988 reformiert; in diesem Sommer wurde es - rechtzeitig zum Ablauf der aktuellen Förderrunde Ende 1993 - überprüft und in einigen Bereichen fortentwickelt. Auch sollen die Haushaltsansätze für die kommenden Jahre wiederum kräftig erhöht werden. Das DIW hat im Auftrag des Bundesministeriums für Wirtschaft die in Deutschland gesammelten Erfahrungen mit der Strukturfondsreform von 1988 analysiert. Die wichtigsten Ergebnisse werden hier zusammengefaßt. Anschließend wird der Frage nachgegangen, inwieweit die neuen Fondsverordnungen für den Zeitraum von 1994 bis 1999 zur Lösung der nach der letzten Reform aufgetretenen Probleme beitragen können.
