Aktuelle Tendenzen der Wohnkosten und der Wohnungsmodernisierung bei ostdeutschen Privathaushalten: Ergebnisse des sozio-oekonomischen Panels

Abstract

In Ostdeutschland ist das Mietenniveau, das sehr niedrig war, nach der im Einigungsvertrag vorgesehenen Anhebung der Mieten und Mietnebenkosten sowohl im Oktober 1991 als auch Anfang 1993 sprunghaft gestiegen. Im Jahr 1992 lagen die von allen Mietern zu zahlenden Kaltmieten im Durchschnitt bei rund 4 DM pro Quadratmeter (qm), das ist reichlich vier mal soviel wie 1990 (0,88 Mark pro qm). Aus Sicht der Vermieter ist dies jedoch weiterhin zu wenig, um den gewaltigen Modernisierungs- und Instandsetzungsbedarf zu finanzieren. In den Jahren 1989 bis April 1992 wurden in einem Drittel aller Wohnungen solche Maßnahmen durchgeführt; der Anteil mit entsprechenden Aktivitäten war bei den selbstnutzenden Eigentümern mit 55 vH mehr als doppelt so hoch wie der bei den Mietern (24 vH).
