Uruguay-Runde: hohe Ausgangsziele nicht erreichbar

Abstract

Die im September 1986 mit der Erklärung von Punta del Este gestartete "Uruguay-Runde" der multilateralen Welthandelsgespräche im Rahmen des GATT sollte nach vier Jahren beendet sein. Die Halbzeitbilanz von Montreal (Dezember 1988) war mager. Interessengegensätze bei wichtigen Punkten bildeten ein massives Hindernis. Im Dezember 1990 scheiterte in Brüssel auf Ministerebene der Versuch, planmäßig die Verhandlungen mit einer erfolgreichen Konferenz abzuschließen. Auch die mahnenden Kommuniques anläßtich der Gipfeltreffen der G-7 in Houston, London und München haben materiell nichts bewirkt. Unabhängig von der Beilegung des Ölsaatenkonflikts zwischen der EG und den USA steht die Einigung in einigen zentralen Fragen noch aus. Auch wenn sich bis zum Ablauf des US- Verhandlungsmandats (Frühjahr 1993) noch ein Gesamtpaket schnüren ließe, würde der Durchbruch zu einem wesentlich liberaleren Welthandel nicht gelingen. Im konjunkturellen Abschwung ist die Versuchung stark, zu ,,illegalem" Einfuhrschutz zu greifen. Eine durchgreifende Eindämmung des Protektionismus und die Lösung offener Fragen (z.B. Umweltschutz, wirksame Streitschlichtung) sind Aufgaben einer neuen Runde.
