Abstract
The main purpose of the German long-term care insurance was — and still is — to contribute to an adequate supply with and a good quality of long-term care services for older people — regardless of their individual family situation and in the light of demographic and societal changes. When seeking to preliminarily assess the benefits 20 years after the introduction of the statutory long-term care insurance, opinions tend to differ. From some people’s point of view the long-term care insurance is a success story for people in need of care, their families and nursing as a profession. Others consider the capped benefits of the long-term care insurance as insufficient and the quality and working conditions as inadequate. This article therefore aims to describe the current “myths” in German long-term care politics, critically assess them and contrast them with empirical facts that allow for a fact-based appraisal of the various options for statutory long-term care insurance reform. Zentrales Ziel der Pflegeversicherung war und ist, zu einer qualitativ guten pflegerischen Versorgung im Alter beizutragen – auch unabhängig von der individuellen familiären Situation und angesichts demografischer und gesellschaftlicher Veränderungen. Wenn es darum geht, 20 Jahre nach Einführung der Gesetzlichen Pflegeversicherung ihre Erfolge vorläufig zu bewerten, scheiden sich aber die Geister. Aus der Sicht der einen ist die Pflegeversicherung eine Erfolgsgeschichte für Pflegebedürftige, ihre Angehörigen und die Pflege als professionelles Handlungsfeld. Aus Sicht anderer sind die Leistungen der Pflegeversicherung zu gering und Qualität und Arbeitsbedingungen in der Pflege unzureichend. Ziel des Beitrags ist es, die bestehenden Mythen in der deutschen Pflegepolitik darzustellen, kritisch zu untersuchen und mit empirischen Fakten zu konfrontieren, um so eine sachliche Bewertung der Reformoptionen für die Gesetzliche Pflegeversicherung zu erlauben.
