Risiken der Energiewende: Möglichkeiten der Risikosteuerung mithilfe eines Risk-Governance-Ansatzes

Abstract

The notion "risk governance" refers to an integrated concept on how to deal with complex, ambiguous and uncertain impacts in particular. The notion of governance pertains to the many ways in which all relevant actors, individuals and institutions, public and private, deal with interventions that impact society, economy and the environment. It includes formal institutions and regimes and informal arrangements. The main principles of risk governance relate to an integrative and iterative perspective on processes of preassessment, appraisal, evaluation, management and communication. The different tasks of risk governance are applied to the main challenges associated with the German energy transition (Energiewende). Special emphasis is given to the integration of technical, economic and social aspects of the Energiewende and the inclusion of stakeholders in the formulation of future policies. Das Konzept der Risiko-Governance beschreibt einen integrierten Ansatz, wie mit Risiken - und dabei insbesondere mit komplexen, unsicheren oder kontrovers diskutierten Risiken - umgegangen werden kann. Dabei bezieht sich der Risiko-Governance Ansatz auf die Integration verschiedener, bislang meist getrennt betrachteter Aktivitäten wie die technische-naturwissenschaftliche Risikoabschätzung, das Risikomanagement und die Risikokommunikation. Der Schwerpunkt dieses Beitrages liegt auf den zentralen fünf Phasen des Risiko-Governance Ansatzes: Pre-Assessment, Risikoabschätzung (technisch und gesellschaftlich), Risikoevaluation und Risikocharakterisierung, Risikomanagement sowie Risikokommunikation. Diese Phasen werden auf die besonderen Herausforderungen, Probleme und Risiken der deutschen Energiewende angewandt. Nur die Integration von technischer, ökonomischer und sozialwissenschaftlicher Expertise bietet eine adäquate Entscheidungsgrundlage für ein erfolgreiches Risikomanagement der Energiewende. Darin eingebettet ist der Dialog mit der Öffentlichkeit, vor allem bei unsicheren und kontrovers diskutierten Risiken.
