Sektorstrukturen der FuE-Aktivitäten im internationalen Vergleich

Abstract

This article analyzes whether the decline in business investment in R&D during the crisis 2008/2009 was only a result of the general economic downturn or also affected by each country's R&D specialization. First we investigate international long-term changes in industry patterns of R&D to illustrate non-cyclical differences between Germany and important competitors. Second analysis turns towards investigating correlations between business cycle (GDP in constant prices) and the development of business R&D investments while controlling for respective R&D specialization (cutting-edge technology, advanced technology, other manufacturing, services). It follows that business R&D investments in Germany and other countries focusing on advanced technology show a relatively high cyclical response. Dieser Beitrag beschäftigt sich mit der Frage, ob die Entwicklung der FuE-Aufwendungen im Verlauf der Finanz- und Wirtschaftskrise 2008/2009 neben konjunkturellen Einflüssen auch von den jeweiligen FuE-Schwerpunkten der Länder abhängig gewesen ist. Dabei wird zunächst der Blick auf längerfristige strukturelle Verschiebungen innerhalb der sektoralen Verteilung der FuE-Aufwendungen im internationalen Vergleich gelenkt. Damit werden Unterschiede zwischen Deutschland und wichtigen Konkurrenzländern im Hinblick auf die FuE-Schwerpunktsetzung der Wirtschaft aufgezeigt, die unabhängig von kurzfristigen konjunkturellen Einflüssen sind. In einem zweiten Schritt wird der Frage nachgegangen, ob und welche Zusammenhänge sich zwischen konjunkturellen Entwicklungen (hier: Entwicklung des realen BIP im Zeitablauf) und der Entwicklung der FuE-Aufwendungen der Wirtschaft feststellen lassen, wenn für die jeweiligen FuE-Schwerpunkte (Spitzentechnik, Hochwertige Technik, Übrige Industrie, Dienstleistungen) kontrolliert wird. Dabei zeigt sich, dass die konjunkturelle Reagibilität der FuE-Aufwendungen der Unternehmen in Ländern wie Deutschland, die ihre FuE-Schwerpunkte in Hochwertigen Technologien setzen, vergleichsweise hoch ausfällt.
