La «Pax Electrica» a-t-elle réduit le contrôle de Suez sur Elia, le transporteur belge d’électricité?

Abstract

(VF)L’entreprise Elia, qui gère le réseau de transport d’électricité en Belgique, est contrôlée par Electrabel, le principal producteur d’électricité, et les pouvoirs publics. L’État belge a cependant contraint le groupe français Suez, maison-mère d’Electrabel, à céder 3% de sa participation dans Elia dans le cadre des accords dits de la Pax Electrica. Cet article étudie l’impact de cette cession au moyen de l’indice de Banzhaf qui mesure l’intensité du contrôle. Les résultats montrent que ces accords n’ont réduit que modestement le contrôle de Suez sur Elia au profit de l’État belge.(VA)Elia, the Belgian electricity grid manager, is controlled by the main electricity producer, Electrabel, and by public authorities. The Belgian state has recently constrained the French group Suez to sell 3% of its stake in Elia in the context of the so-called Pax Electrica agreements. This article studies the impact of this transfer of property by means of the Banzhaf control index. The results show that the agreements have only modestly changed Suez’ control intensity on Elia.
