Abstract

The "New House" programme is a government programme aimed at facilitating access to the purchase of housing by individuals through state guaranteed loans. The Romanian Government approves a specific guarantee threshold for each year, and after this legislative process, the National Credit Guarantee Fund distributes the annual guarantee threshold that can be issued for each institution participating in the government programme. This limit is determined according to the weight of guarantees offered by each participating banking institution in the previous year, and with the agreement of the Ministry of Finance, it is distributed to each bank according to this criterion.
