Abstract

The present paper refers to a representative study regarding the Higher Education System, done within QUALITAS Project by the Quality Assurance Romanian Agency, in 2015. The quantitative research included 1533 degree programs students, 1454 teachers, 1572 employers, the sample being stratified according to the 8 existent development areas, forms of ownership, license forms, license programs and academic years. In our paper we want to make a deeper analysis of the three actors’ perceptions, teaching staff, students, and employers regarding the quality and its assurance in the Romanian Higher Education System (RHES). At the same time, we want to show the path followed by the process of evaluation in order to assure the quality of RHES, by displaying the normative acts/juridical, the existent methodologies and standards. In Romania, the external evaluation of the quality of academic education, respectively ofhigher education programs is achieved in accordance with the reference standards and performance indicators provided by the Methodology of External Evaluation, elaborated by ARACIS and approved through Government Decision nb. 1.418 in 11.10.2006, as well as with the present specific standards on fundamental domains approved by ARACIS under Law 87/10.04.2006, Art. 17.
