Индекс На Административния Капацитет На Държавната Администрация

Abstract

Настоящата статия се базира на изследване, проведено сред 80 администрации на изпълнителната власт, имащо за цел да установи нивото на техния административен капацитет в 44 области. Респондентите са подбрани в съответствие със структурата на държавната администрация, формирана от броя на заетите в отделните звена. Резултатите са анализирани чрез изчисляването на средни величини на оценките на капацитета, чрез средни претеглени величини и чрез изчисляване степента на неопределеност на оценките на капацитета на различните структури на държавната администрация. Формиран е нов, обобщаващ показател за измерване на административния капацитет – Индекс на административния капацитет на държавната администрация за добро управление, който позволява да се проследява общосистемният напредък по отношение на актуалното към даден момент разбиране за наличие на административен капацитет, валидно за цялата система на държавната администрация.
