Abstract

Trans-Abstract: Industrial relations in Germany are characterized by different patterns of cooperation and conflict across sectors, with the positioning of the employers’ associations (AGV) playing a crucial role. In the past, social partnership has proven to be a favorable condition for handling crises and structural change in a socially responsible manner. In the socio-ecological transformation, AGV face challenges as companies vary in their exposure to uncertain energy prices and the need to adjust production processes or business models. The heterogeneous landscape complicates unified representation of interests, exemplified by debates on the industrial electricity price. Additionally, AGV’s effectiveness is weakened by OT-memberships and companies abstaining from association memberships. The socio-ecological transformation thus poses a risk of further divergence in the realms of labor relations. In sectors characterized by social partnership, collaborative management of the transformation can invigorate the relationship between AGV and trade unions, while conflict-prone sectors will continue to fall behind due to organizational deficiencies and structural overload.
