Factores explicativos del crecimiento del sector pœblico. El caso de Ecuador, 1983-2016

Abstract

El presente trabajo examina los determinantes del crecimiento del sector pœblico en Ecuador en el per’odo 1983-2016 bajo cinco teor’as explicativas: Ley de Wagner, internacionalizaci—n econ—mica, burocracia, ilusi—n fiscal e ideolog’a del partido pol’tico. Los resultados revelan evidencia fuerte de que el crecimiento del sector pœblico en Ecuador est‡ asociado a factores de orden pol’tico e institucional como la ideolog’a del partido de gobierno y los efectos de la burocracia sobre el sistema democr‡tico. Por el contrario, se encontr— apoyo parcial a favor de la Ley de Wagner y la internacionalizaci—n de la econom’a, y ningœn soporte a la tesis de que el crecimiento del sector pœblico se debe a la ilusi—n fiscal creada por el sistema impositivo. El an‡lisis comparativo entre pa’ses muestra evidencia de que el tama–o del sector pœblico en Ecuador est‡ sobredimensionado en relaci—n a otros pa’ses con similares niveles de desarrollo.
