Finances of the Nation: Student Assistance in Canada—A Long-Term Perspective

Abstract

Canada’s system for providing financial support for students in post-secondary education is a complicated one. In part, this is because student assistance is a field in which institutions, provincial governments, and the federal government all have roles to play, some of which overlap. It is also because there is a wide range of policy tools in use: need-based loans, grants, and loan remission, as well as scholarships, tax measures, and matching savings programs. This article provides a narrative and statistical history of student assistance in Canada to clarify the current student aid landscape and to explain how it has changed over time.
