Measuring the Efficiency of the Canadian Health Care System

Abstract

This study uses two-stage data envelopment analysis to examine health care waiting times and number of treatments in relation to health care inputs by province. The results indicate that there are no great provincial differences in "efficiency" in these dimensions. This suggests that the gains from some provinces copying the practices of others are unlikely to be sufficient to solve wait time problems. Such a solution will likely require either new practices (perhaps found in subregions within provinces or internationally) or higher input levels.
