Policy and Practice in the Atlantic Fisheries: Problems of Regulatory Enforcement

Abstract

Tough Economic times are a recurrent theme in Canada's Atlantic commercial fisheries. Although these problems have been attributed to many sources, the possible difficulties of enforcing fisheries regulations have received little attention. Based on non-participant observation and unstructured interviews, this paper examines the activities of fishery officers, within their legal and organizational context, in one region of Atlantic Canada. The results show that problems of regulatory enforcement are major barriers to the implementation of fisheries policy.
