The Political Administration of School Closures: Administrators, Trustees and Community Groups

Abstract

This article examines recent efforts by the Ottawa Board of Education (OBE) to close several high schools. After reviewing the education literature on school closures, the authors derive five propositions which are then applied to the OBE situation. The article focuses on the basic roles and relationships among OBE administrators, trustees and community groups. The OBE clusure process generated a distinctive kind of community and administrative politics, characterized by advocacy, limited flexibility and the manipulation of participatory procedures. The authors conclude that the OBE process did not enhance community trust in local education decision-making.
