Efectos de la corrupción sobre la calidad de la salud y educación en Colombia 2004 -2010

Abstract

El fenómeno de la corrupción ha venido ganando espacios en la literatura académica internacional y sus efectos perversos sobre las naciones son cada vez más conocidos. Colombia no escapa a esta realidad, sin embargo, los estudios locales sobre el tema son aún reducidos. Por ello, esta investigación busca cuantificar los efectos que la corrupción tiene sobre la calidad de la salud y la educación en el país. En este sentido, utilizando información disponible para 333 municipios en el periodo 2004-2008 y aplicando el método de variables instrumentales, se encuentra que el incremento de una desviación estándar de corrupción en el país, medida por el índice de transparencia municipal, reduce en 0,1 y 0,61 desviaciones estándar la cobertura neta educativa secundaria y los resultados en prueba saber 11 respectivamente, así mismo incrementa en 0,8 desviaciones estándar la tasa de mortalidad infantil y reduce en 0,18 desviaciones estándar la cobertura general en vacunación para ninos menores o iguales a un ano. Estos resultados guardan coherencia con investigaciones afines de orden internacional.
