Abstract

El estatuto de contratación estatal, senala la igualdad de oportunidades para quienes pretendan ofertar con el Estado respetando principios constitucionales de igualdad, trasparencia, celeridad, publicidad entre otros, sin embargo con la reciente reglamentación el Decreto 3809 del 30 de septiembre de 2009, sobre mipymes podría llegarse a afirmar que la globalización aún no ha llegado a este campo de la actividad pública.
