La política social desde el modelo inclusivo al neoliberalismo tardío: del programa “Argentina Trabaja” al “Hacemos Futuro”

Abstract

Este artículo analiza y caracteriza los supuestos, lineamientos y lógicas institucionales en materia de programas sociales, que reflejan diferentes modelos de desarrollo en Argentina, a través de dos gobiernos consecutivos. Para ello, se concentra en “Argentina Trabaja” - Programa de Ingreso Social con Trabajo (AT-PRIST), creado en la gestión del Frente para la Victoria y que experimentó modificaciones con el gobierno de la Alianza Cambiemos, hasta transformarse en “Hacemos Futuro”. Estos programas se enmarcan en modelos de desarrollo que muestran la tendencia del abordaje de la cuestión social entre el 2009 y el 2018, pasando del modelo de inclusión social al modelo ceocrático en el neoliberalismo tardío. La metodología aplicada en este estudio es cualitativa y tiene una perspectiva diacrónica. El corpus teórico ha sido conformado por normativas, documentos oficiales, peticiones de información al MDSN, observación participante y entrevistas semiestructuradas.
