La prestación de servicios sociales públicos en Espana: vías para el emprendimiento desde lo local

Abstract

La provisión de servicios sociales públicos por parte de entidades privadas adquiere una relevancia significativa en la gestión de las políticas sociales en Espana. Las organizaciones sin ánimo de lucro dedicadas a la acción social están orientando sus modelos de gestión hacia la prestación de servicios sociales que externalizan las distintas administraciones públicas. Este trabajo revisa las oportunidades de emprendimiento social que se generan desde el ámbito de los servicios sociales en Espana. Desde una perspectiva autoetnográfica, se analizan concretamente las experiencias llevadas a cabo por las entidades del Movimiento Asociativo de la Discapacidad Física y Orgánica de la Provincia de Almería (Espana). Las cinco entidades de carácter social que se muestran emplean a 857 trabajadores, un 71,6 % con discapacidad, y tienen una cifra de negocio de 12,4 millones de euros. En este contexto, los objetivos de este artículo son reflexionar sobre las dimensiones del emprendimiento social y discutir la participación en el desarrollo de los servicios sociales públicos de este movimiento emprendedor,que hoy tiene un papel de vital importancia en el diseno y la implementación de las políticas sociales.
